203490 IDAHO DEPARTMENT OF ENVIRONMENTAL QUALITY LEGAL NOTICE OF A FINDING OF NO SIGNIFICANT IMPACT REAFFIRMATION FOR THE CITY OF LEWISTON DRINKING WATER PROJECT LEWISTON, IDAHO The Idaho Department of Environmental Quality (DEQ) is hereby reaffirming the finding of no significant impact (FONSI) determination issued on April 7, 2021, for the City of Lewiston Drinking Water Project. The update includes decommissioning a well and installing a new treatment system at the WTP. This notice supersedes the notice published on December 13, 2025. The reaffirmation is issued following review of the following: April 2020, City of Lewiston, Idaho Water System Improvements Environmental Information Document March 2021, City of Lewiston, Idaho Water System Improvements Environmental Information Document Addendum March 2021, Memorandum of Agreement Among the Idaho Department of Environmental Quality, the Idaho State Historic Preservation Office, and the City of Lewiston Regarding the City of Lewiston Drinking Water Improvements Project November 2025, Environmental Information Document Addendum II An evaluation of the original and current scope of the project The physical environmental conditions of the proposed project area Effects to the environment from the proposed project The public views of the proposed project This reaffirmation satisfies DEQ's environmental review requirements for DEQ water loan DW2001, having been issued in accordance with the State Environmental Review Process (SERP), "Rules for Administration of Wastewater and Drinking Water Loan Funds" (IDAPA 58.01.12) and "Rules for Administration of Planning Grants for Drinking Water and Wastewater Facilities" (IDAPA 58.01.22).
