202565 NOTICE OF APPLICATION FOR SHORELINE MANAGEMENT SUBSTANTIAL DEVELOPMENT PERMIT NOTICE is hereby given that on September 8, 2025, Alexie McWhirter, on behalf of Kevin McDonnell, filed an application for a substantial development permit to remove an existing building and add a 20,000-gallon fuel tank to an existing gas station directly adjacent to the South Fork of the Palouse River. This project would replace a leaking tank removed from the property in an emergency action in 2022. The subject property is situated at 355 NW State Street, within the northeast quarter of Section 6 and the northwest quarter of Section 5, Township 14 North, Range 45 East, W. M., in Pullman, Whitman County, Washington. Said development is located within 200 feet of the South Fork of the Palouse River and/or its associated floodplain.
