DEVELOPMENT
PERMIT
NOTICE is hereby given that on September 8, 2025, Alexie McWhirter, on behalf of Kevin McDonnell, filed an application for a substantial development permit to remove an existing building and add a 20,000-gallon fuel tank to an existing gas station directly adjacent to the South Fork of the Palouse River. This project would replace a leaking tank removed from the property in an emergency action in 2022. The subject property is situated at 355 NW State Street, within the northeast quarter of Section 6 and the northwest quarter of Section 5, Township 14 North, Range 45 East, W. M., in Pullman, Whitman County, Washington. Said development is located within 200 feet of the South Fork of the Palouse River and/or its associated floodplain.
In addition to a substantial development permit, other permits or approvals that will possibly be required for the proposed project include a Joint Aquatic Resources permit, grading permit, Hydraulic Project Approval, and site plan approval. Pertinent documents related to this substantial development permit application are available for public review at the Community Development Department at Pullman City Hall, 190 SE Crestview Street, Building A, from 8:00 a.m. to 5:00 p.m., Monday through Friday.
Any person desiring to express their views on this substantial development permit application must submit their remarks in writing to RJ Lott, AICP, Community Development Director, within 30 days of the date of publication of this notice, or email remarks to rj.lott@pullman-wa.gov. Said date of publication is September 18, 2025. Written comments must be received by 5 PM on October 20, 2025.
Any person has the right to comment on the subject application, receive notice of, and participate in any hearings related to the proposed project, request a copy of the City's decision regarding the subject application once it is made, and file an appeal(s) relative to the subject application in accordance with pertinent law.
