NOTICE OF DETERMINATION OF NONSIGNIFICANCE (DNS)
The Port of Whitman County issued a Determination of Nonsignificance (DNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project: St. John Chevron Service Station (Site) located at 4 South Main Street in St. John, WA. The Site is currently undeveloped with no structures; however, an approximately 4,000-square-foot building (known as the "St. John Inn Café") located in the southeastern corner of the Site was demolished in March 2026, resulting in a cleared compacted/graded gravel lot with an approximately 45-foot (ft) by 45-ft area of cracked asphalt/concrete for approximately 17 percent impervious surfaces on the Site. The Site has also been recently disturbed as a result of exploration drilling and monitoring well installations for groundwater sampling during Phase II Environmental Site Assessment (ESA) activities. The Site was previously developed with a print shop and a retail service station with underground storage tanks. Currently, the Site is generally covered by a compacted gravel and soil lot with some concrete/asphalt areas. The proposed action would include excavating an area of approximately 5,040 square feet (sq. ft.) to a depth of up to approximately 16 ft below ground surface (bgs). Total remedial excavation is anticipated to include the removal, off-site disposal, and backfill of approximately 80,640 cubic feet (cu. ft.) of soil/material. The extraction would be backfilled to the existing surface lot elevation with suitable clean soil.
After reviewing a complete environmental checklist and other information on file, it has been determined that this proposal will not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c).
