NOTICE
OF MITIGATED
DETERMINATION OF
NONSIGNIFICANCE
(M-DNS)
Whitman County Planning issued a Mitigated Determination of Nonsignificance (M-DNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project:
Avista is proposing to install a two-inch natural gas pipeline under Paradise Creek and install a farm tap regulator station upland on the north side of the creek. There is an existing steel pipeline attached to the private bridge over Paradise Creek and an existing farm tap on the upland south side of the creek. The existing pipe on the bridge and farm tap will be removed. The new pipeline will be installed with directional drill techniques. Avista will excavate a south entry bore pit and a north exit bore pit. Bore length will be approximately 180 feet and will be 12-15 feet below the streambed of Paradise Creek in Section 3, Township 14N., Range 45E., W.M., Whitman County, Washington.
After reviewing a completed environmental checklist and other information on file with the Planning Office, it has been determined that this proposal will not have a probable significant adverse impact on the environment.
Copies of the M-DNS are available at no charge from the Planning Office, Whitman County Public Service Building (2nd Floor), N. 310 Main St., Colfax, WA 99111. Interested people may submit environmentally-focused written comments on the SEPA decision by 5:00 PM on Thursday, September 4, 2025, to the County Planning Office, P.O. Box 430, Colfax, WA 99111-0430, (fax) 509-397-6210.
