INVITATION TO BID
NOTICE IS HEREBY GIVEN by the Board of County Commissioners of Latah County, Idaho that sealed bids will be received until 5:00 pm, September 29th, 2025 through the following methods: by mail to Latah County Attn: Christine Nauman 522 S. Adams St. Suite 101 Moscow,ID 83843. It shall be the submitter's responsibility to ensure that sealed bids are mailed or delivered prior to the deadline and receipted by the Clerk of the Board. Please identify bids on the outside of the envelope as SEALED BID - LC BROADBAND.
The bids will be opened and publicly read aloud after 10:00 am at the Commissioners meeting held at 522 S. Adams St. Room 2B Moscow, ID on September 30, 2025.
Statement of Need (Scope): Bids are being requested for construction for the construction of Phase I of the County's Broadband Project. Phase I includes fiber broadband construction to serve the Idaho communities of Bovill, Deary, Harvard, Helmer, Princeton, and Viola. Bid packets may be obtained by emailing cnauman@latahcountyid.gov. Contractors must be licensed, bonded, and insured in Idaho and all work performed on this project will be subject to prevailing wage rates. Please be advised that Latah County, being a municipal corporation is exempt from Federal excise tax.
The Board of Latah County Commissioners reserves the right to accept or reject any or all bids for good cause.
Grants and Other Requirements. Bidder acknowledges that payments made by County for this project will be paid out of funds from one or more grants (each a "Grant") from the Idaho Capital Projects Fund (ARPA) Grant Program. The provisions of each Grant required to be included in this Agreement, and the provisions of federal and state law required by each Grant to be flowed through to the successful bidder ("Contractor") as obligations under the Agreement between the County and Contractor, and any other provisions of federal or state law binding on the Contractor because it is paid out of Grant funds, any other provisions arising from any other source of funds for County, and any laws applicable because of County's activities, are hereby incorporated into and made a part of this Agreement, and control over any conflicting provisions, and Contractor will comply with all of such requirements. Without limitation, Contractor will comply with the required federal and state contract clauses set forth in Exhibit A to the Invitation to Bid and incorporated herein by reference.
