REQUEST FOR PROPOSALS
2026 HOME SINGLE-FAMILY
HOMEBUYER ASSISTANCE PROGRAM
Idaho Housing and Finance Association ("IHFA") HOME Programs Department is accepting responses for reservations to provide eligible buyers with federal financial assistance. The financial assistance (Homebuyer Assistance) is to purchase modest single-family housing within the state of Idaho.
IHFA will reserve HOME funds to community-based, non-profit owner-developers, to be used as Homebuyer Assistance (aka: Down Payment Assistance) to HOME eligible households purchasing single-family units directly from the nonprofit. HOME funds may be used anywhere in Idaho, unless the City of Boise has invested HOME funds into the project or unit(s). As required by the funding regulations, units must be sold to low-income households, and must comply with IHFA's HUD approved Fee Simple Recapture Provisions.
