NOTICE OF DETERMINATION
OF NONSIGNIFICANCE (DNS) AND NOTICE
OF A CONDITIONAL USE PERMIT HEARING
On Thursday, February 5, 2026, Whitman County Planning Division issued a Determination of Nonsignificance (DNS) pursuant to the State Environmental Policy Act (SEPA) Rules (Chapter 197-11 WAC) for the following proposal:
Inland Power & Light proposes to expand the existing Jerita Substation by constructing a gravel pad and fence to accommodate parking of a mobile substation for routine maintenance and emergency outages. The project site is located at 5601 Hay LaCrosse Road, LaCrosse, WA 99143, within the SW 1/4 of Section 1, Township 14 N., Range 39 E., W.M., Whitman County, WA. The substation was installed before permitting existed with the Planning Division. The proposed expansion requires approval of a conditional use permit.
After review of a completed environmental checklist and other information on file, the Planning Division has determined that the proposal will not have a probable significant adverse impact on the environment.
Notice is hereby given that the Whitman County Board of Adjustment will hold a public hearing on the proposed Conditional Use Permit application on Thursday, March 12, 2026, at 7:00 PM in the auditorium, first floor of the Public Service Building, 310 N. Copies of the DNS and associated application materials are available at no charge from the Planning Division located on the second floor of the Public Service Building, 310 N. Main Street, Colfax, WA 99111. For both the DNS and Conditional Use Permit request, the public may submit written comments to the Planning Division which can be submitted in person, by email to Grace Di Biase at grace.dibiase@
whitmancounty.gov, or Alan Thomson at alan.thomson@whitmancounty.gov, or mailed to: Whitman County Planning Division, P.O. Box 430, Colfax, WA 99111. Comments regarding the DNS must be environmentally-focused, and are due by 5:00 PM on Thursday, February 19, 2026. Comments regarding the Conditional Use Permit request are due by 5:00 PM on Thursday, March 12, 2026, or at the time of the public hearing.
