206307 NOTICE: PUBLIC HEARING Notice is hereby given that the Nez Perce County Board of Commissioners will hold public hearings on Tuesday, November 10th at 3:00 PM in the Nez Perce County Courthouse Confluence Conference Room, 1st Floor, 1230 Main Street, Lewiston, Idaho concerning the following: 1. Public Hearing: TA2026-1 Temporary Asphalt and Concrete Batch Plants - A request to amend Title 110 of the Nez Perce County Land Development Code, to add temporary asphalt and concrete batch plants in conjunction with quarrying as a conditional use in the Agriculture (A) and Agricultural Residential (AR) zoning districts; and amend the standards governing conditional uses, Section 110.24.060 to add temporary asphalt and concrete batch plant development standards. Arthur W. Eaton III, Applicant. The Nez Perce County Planning & Zoning Commission recommends approval with a modification to the proposed development standards. 2. Public Hearing: TA2026-4 Temporary Siting of Recreational Vehicles (RV's) - An amendment to Title 110 of the Nez Perce County Land Development Code to repeal the existing language of Section 110.16.140. - Temporary siting of recreational vehicles, and adopt new language that will allow the use of an RV as a temporary residence, subject to meeting the requirements of the ordinance, and provide for an RV siting permit. The manufactured home or recreational vehicle for hardship conditional use in the A, AR, RR, R-1, F and LCI zoning districts will also be amended to provide notice that properties may be eligible for an RV siting permit. The Nez Perce County Planning & Zoning Commission recommends approval. 3. Public Hearing: TA2026-6 Manufactured Home Definitions - An amendment to the Nez Perce County Land Development Code, Section 101.01.030.- Definitions to amend the manufactured home definitions for the Lewiston Area of Impact and County, and add a definition for Manufactured home, multidwelling; to reflect recent state code changes. The Nez Perce County Planning & Zoning Commission recommends approval. 4. Public Hearing: Planning & Building Fee Increases - Pursuant to Idaho Code Section 63-1311A, the Board of County Commissioners will accept public comment on fees for the Planning & Building Services Department. The department is proposing new fees and fee increases of over 5% to cover cumulative inflation and the actual cost of providing services. These fees were last updated in 2017 for building permits and 2020 for planning applications.
