205904 CITY OF TROY SUMMARY OF ORDINANCE NO. 2026-04 AN ORDINANCE OF THE CITY OF TROY, LATAH COUNTY, IDAHO, AMENDING TITLE XV OF THE TROY CITY CODE TO UPDATE LAND USE DEFINITIONS, DEVELOPMENT STANDARDS, ADMINISTRATIVE PROCEDURES, APPEALS, HEARING PROCEDURES, MEDIATION, DECISION RECORDS, DEADLINES FOR DECISION, CONFLICTING PROVISIONS, ENFORCEMENT ACTIONS, VIOLATIONS, AND PENALTIES; PROVIDING LEGISLATIVE FINDINGS; AND PROVIDING AN EFFECTIVE DATE. The principal provisions of Ordinance No. 2026-04 amend Title XV of the Troy City Code to update and clarify land use regulations. The ordinance revises and adds definitions related to land use and development; updates standards and procedures for applications, appeals, public hearings, mediation, written decision records, and decision deadlines; clarifies the effect of conflicting provisions; and revises enforcement procedures, including notice of violation, compliance timelines, appeals, and related actions. The ordinance is intended to make the City's land use regulations more consistent with Idaho statutory requirements, improve predictability in administration, and provide consistent procedures for land use applications and enforcement. The ordinance includes provisions relating to violations and penalties for failure to comply with Title XV, as amended. The ordinance shall take effect upon passage, approval, and publication as provided by law, unless a different effective date is specified by the City Council.
