AT&T, Mario Requenez, 441 N Park Ave Helena, MT 59601-5020, is seeking coverage under the Washington State Department of Ecology's Construction Stormwater NPDES and State Waste Discharge General Permit.
The proposed project, Spokane WA to Boise ID Lightguide System, is located from latitude/longitude 46.425, -117.07252 to 47.25976, -117.35955 in Whitman County.
The entire project involves 185.76 acres of soil disturbance for utility construction activities. This portion involves 67.32 acres of disturbance for that activity.
The receiving waters are Snake River, Hatwai Creek, Spring Creek, Union Flat Creek, South Fork Palouse River, Sunshine Creek, Paradise Creek, Palouse River, Spring Flat Creek, Missouri Flat Creek, Dry Creek, Pleasant Valley Creek, Cottonwood Creek, Thorn Creek, Cache Creek, Pine Creek, and North Pine Creek.
Any persons desiring to present their views to the Washington State Department of Ecology regarding this Application, or interested in Ecology's action on this Application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice. Ecology reviews public comments and considers whether discharges from this project would cause a measurable change in receiving water quality, and, if so, whether the project is necessary and in the overriding public interest according to Tier II anti-degradation requirements under WAC 173-201A-320.
