Notice of Public Hearing
Asotin County Regional Landfill Proposed Fee Increases
The Board of County Commissioners adopted Resolution 15-35 on November 16, 2015, which established the current solid waste disposal fees at the Asotin County Regional Landfill. Resolution 25-36 subsequently increased tire disposal fees to $320.00 per ton (not including State Refuse Tax) effective October 1, 2025. However, all other fees have remained unchanged for nearly 11 years despite sizable inflation and rising lifecycle costs to operate and sustain the landfill.
As part of the 2027 budget development process, the Asotin County Public Works Department is proposing the following landfill fee increases effective January 1, 2027 for adoption by the Board of County Commissioners:
Current Fees Proposed Fees
Tipping Refuse Tipping Refuse
Material Unit Fee Tax (3.6%) Total Fee Tax (3.6%) Total
MSW*, 0-200 lbs Total $5.00 Included $5.00 $6.40 Included $6.40

Medium and Small Animal Each $5.00 $0.18 $5.18 $10.00 $0.36 $10.36
Tires Ton $320.00 $11.52 $331.52 $350.00 $12.60 $362.60
Non-Friable Asbestos Ton $70.00 $2.52 $72.52 $110.00 $3.96 $113.96
Appliances with Refrigerants Each $20.00 $0.72 $20.72 $30.00 $1.08 $31.08
All other Appliances Each $5.00 $0.18 $5.18 $10.00 $0.36 $10.36
* MSW = Municipal Solid Waste
The proposed increased fees are based on waste disposal projections in the active landfill areas over the expected remaining lifespan (through approximately 2063), associated operating and capital costs, and regulatory monitoring of closed landfill areas. The proposed fees were calculated to maintain a cost neutral operating position (revenue approximately equal to expenses) for the landfill moving forward.
These changes will be considered at a public hearing of the Board of County Commissioners along with any comments made by the public at the hearing, or comments in writing received prior to the hearing. The public hearing will be held on Monday, September 14, 2026 beginning at 9:15 a.m. in the Commissioners Chambers at the Asotin County Courthouse Annex, 95 2nd Street, Asotin, WA 99402 for the purpose of taking comments on proposed fee increases at the Asotin County Regional Landfill.
