NOTICE OF
DETERMINATION
OF NONSIGNIFICANCE
(DNS) AND AN
ADMINISTRATIVE
CONDITIONAL
USE PERMIT
Whitman County Planning issued a Determination of Nonsignificance (DNS) under the State Environmental Policy Act (SEPA) Rules (Chapter 197-11 WAC) for the following project: Smartlink Group on behalf of The Towers, LLC, propose to construct a 165-foot communication tower with fenced equipment enclosures in the Agricultural District. The site is accessed off Barbee Road in the SE 1/4 of Section 24, Township 14N., Range 44E., W.M., Whitman County, WA. Administrative conditional use permits may be issued by the County Planner for towers greater than 40 feet in height when there are no residences within 1,500 feet. For both the SEPA DNS and Administrative Conditional Use Permit application, the public may submit written comments to the Planning Division which can be submitted in person, by email to Grace Di Biase at grace.dibiase@whitman
county.gov, or Alan Thomson at alan.thomson@
whitmancounty.gov, or mailed to: Whitman County Planning Division, P.O. Box 430, Colfax, WA 99111. Comments regarding the SEPA DNS must be environmentally-focused. Comments regarding the Administrative Conditional Use Permit application must state a reason why the modification should not be approved. The 14-day comment period for both the SEPA DNS and the Administrative Conditional Use Permit application begins Thursday, April 23, 2026, and ends by 5:00 PM Thursday, May 7, 2026.
