NOTICE OF
DETERMINATION OF NONSIGNIFICANCE (DNS)
Whitman County Planning issued a Determination of Nonsignificance (DNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project: To begin in Spring of 2026, Rock Lake Conservation District proposes a riparian buffer project along 1,250 stream-feet of Downing Creek approximately 2.6 miles southwest of Lancaster, WA in the NW 1/4 of Section 31, Township 18N., Range 41E., W.M., Whitman County, WA. Copies of the SEPA DNS are available at no charge from the Planning Division located on the second floor of the Public Service Building, 310 N. Main Street, Colfax, WA 99111. The public may submit environmentally-focused written comments to the Planning Division which can be submitted in person, by email to Grace Di Biase at grace.di
biase@whitmancounty.gov, or Alan Thomson at alan.thomson@whitmancounty.gov, or mailed to: Whitman County Planning Division, P.O. Box 430, Colfax, WA 99111. There is a 14-day comment period for the SEPA DNS which begins Thursday, April 9, 2026, and ends by 5:00 PM Thursday, April 23, 2026.
