NOTICE OF PUBLIC HEARING
City Code Updates Based On Recent State Laws
NOTICE is hereby given that the Pullman Planning Commission will hold a public hearing on Wednesday, March 25, 2026, at 7:00 p.m. to consider proposed code changes related to infill development, siting of organic materials management facilities, hosting of the homeless on religious properties, emergency/transitional housing, and parking. The hearing will be held in Council Chambers at Pullman City Hall, located at 190 SE Crestview Street, Building A.
The proposal, submitted by Planning Staff, involves
Language around density bonuses and parking exemptions for new dwelling units located entirely within existing structures, in response to Engrossed Substitute House Bill 1042 and House Bill 1757;
Language allowing outdoor encampments, safe parking efforts, indoor overnight shelters, and temporary small houses on property owned or controlled by a religious organization, in response to Engrossed Substitute House Bill 1754;
Language allowing emergency/transitional housing in all residential zones and zones where hotels are allowed, in response to Engrossed Second Substitute House Bill 1220;
Language allowing organic materials management facilities in industrial zones, in response to Engrossed Second Substitute House Bill 1799; and
Reducing parking requirements to 1 parking stall per single-family home, 0.5 parking stalls per multi-family unit, and 1 parking stall per 500 net square feet for commercial spaces, in response to Engrossed Substitute Senate Bill 5184.
All interested persons or their authorized agents are encouraged to appear at the public hearing to testify for or against the proposed code changes. Interested parties may also submit written comments regarding this matter to the Planning Division at City Hall prior to the public hearing or by emailing Ariel Medeiros, ariel.medeiros@pullman-wa.gov. Please be advised that oral comments at the hearing may be subject to a time limit. At the public hearing, the Planning Commission will accept testimony on the proposed changes and then recommend to the City Council that the proposed code changes be approved, modified, or denied.
Pertinent documents related to this case are available for public review at the Community Development Department at City Hall from 8:00 a.m. to 5:00 p.m., Monday through Friday.
