OF DETERMINATION
OF NONSIGNIFICANCE
NOTICE is hereby given that the city of Pullman has issued a Preliminary Determination of Nonsignificance (DNS) pursuant to the rules of the State Environmental Policy Act for a proposal submitted by the City of Pullman, which involves:
This non-project action is an update of the City's Comprehensive Plan (Plan), PCC Chapter 16.50, and PCC Title 17, to comply with the periodic update schedule as mandated in Chapter 36.70A.130 RCW. The City's current Plan was adopted in 2021, with plan amendments related to existing conditions, population forecasts, and the configuration of the Land Use Plan Map approved in 2013. The City's updated Plan will be relevant to the issues facing Pullman today and into the future, and will serve as a policy blueprint to guide growth and development within the City for a 20-year planning horizon, in a manner that reflects the collective values and vision of the community as a whole. PCC Chapter 16.50 will be updated to reflect best available science and guidance by state agencies, including but not limited to the Washington State Department of Ecology, Washington State Department of Fish and Wildlife, and the Washington State Department of Natural Resources. Title 17 will be amended to reflect recent state legislation around parking, emergency and transitional housing, infill development standards, and the siting of organic material facilities.
The proposal is located within the City of Pullman and its Urban Growth Area.
Those who wish to comment to the city regarding the issuance of the DNS must address their remarks to the Responsible Official, RJ Lott, AICP, Director of Community Development, by 5:00 p.m. on March 11, 2026.
