NOTICE OF
DETERMINATION OF
NONSIGNIFICANCE (DNS)
AND NOTICE OF
AN ADMINISTRATIVE
CONDITIONAL USE
PERMIT HEARING
On Thursday, February 12, 2026, Whitman County Planning Division issued a Determination of Nonsignificance (DNS) pursuant to the State Environmental Policy Act (SEPA) Rules (Chapter 197-11 WAC) for the following proposal:
Two-GM, LLC proposes construction of a coffee stand at their existing business center at the corner of Pullman-Airport Road and SR 270. The site address is 5951 Pullman Airport Road, Pullman, WA 99163, located in the SE 1/4 of Section 31, Township 15 N., Range 46 E., W.M., Whitman County, WA. Proposed modifications, including additional structures to businesses with existing conditional use permits, may be reviewed and approved administratively. Copies of the SEPA DNS, Administrative Conditional Use Permit application, and associated materials are available at no charge from the Planning Division located on the second floor of the Public Service Building, 310 N. Main Street, Colfax, WA 99111. For both the SEPA DNS and Administrative Conditional Use Permit application, the public may submit written comments to the Planning Division which can be submitted in person, by email to Grace Di Biase at grace.dibiase@whitman

county.gov, or mailed to: Whitman County Planning Division, P.O. Box 430, Colfax, WA 99111. Comments regarding the SEPA DNS must be environmentally-focused. Comments regarding the Administrative Conditional Use Permit application must state a reason (s) why the modification should not be approved. The 14-day comment period for both the SEPA DNS and the Administrative Conditional Use Permit application begins Thursday, February 12, 2026, and ends by 5:00 PM on Thursday, February 26, 2026.
