CALL FOR BIDS
Sealed bids will be received by the City of Pullman at the Public Works Department, Attention: Cristin Reisenauer, 190 SE Crestview Street, Building A, Pullman, WA 99163, until 10:00 a.m. local time, on Tuesday, February 10, 2026, for the following:
Project: Arterial Streets Resurfacing 2026
Contract No.: 26-01
Engineer's Estimate: $1,771,000
This project consists of resurfacing 1.4 miles of urban arterial streets in Pullman, Washington by grinding and mixing the existing hot mix asphalt (HMA) and base rock, roadway excavation/embankment, shaping and compacting the base, and paving with 5 inches of new HMA. Other project work includes reconstructing existing curb ramps according to ADA guidelines, installing one new bus pullout, and other related work (e.g., utility adjustments, signage, and striping).
Bidders may obtain plans and specifications from the City of Pullman plan room, www.cityofpullmanplanroom.com. Bidders must create a free user account to view and download digital files at no cost. Printed documents are available, at bidders expense, by choosing the "Order" option at www.cityofpullmanplanroom.com. Bidders are encouraged to register as a plan holder at the city's plan room. A certified check, bid bond, or cashier's check in an amount not less than five percent (5%) of the total bid must accompany the proposal.
The City of Pullman, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
The City reserves the right to reject any and all bids, to waive technicalities or irregularities, and after careful consideration of all bids and factors involved, make the award to best serve the interests of the City of Pullman.
