DEQ SEEKS COMMENT ON DRAFT
IDAHO POLLUTANT DISCHARGE ELIMINATION
SYSTEM PERMIT FOR MOSCOW
WATER RECLAMATION FACILITY
PROPOSED ACTION: The City of Moscow applied to the Department of Environmental Quality (DEQ) for an Idaho Pollutant Discharge Elimination System (IPDES) wastewater discharge permit for its municipal wastewater treatment facility located at 2221 Pullman Road, Moscow, Idaho 83843. The DEQ is seeking public comment on the draft IPDES permit, associated fact sheet, and application for the Moscow water reclamation facility. This draft permit authorizes the discharge of treated municipal wastewater year-round to Paradise Creek for five years. The discharge occurs via a direct outfall to the water body. The dewatered sludge is hauled to Inland North Waste (formerly LSI-Latah Sanitation, Inc.) for composting. The permit identifies the pollutants of concern and specifies associated discharge limits. Additionally, the permit specifies monitoring and reporting requirements necessary to ensure compliance, protect human health, and assure the integrity of Idaho's environment.
PUBLIC COMMENT PERIOD: Notice is given that DEQ has scheduled a period to receive public comments. Written comments on the draft permit and fact sheet will be accepted from October 31st, 2025, through December 1st, 2025, at 5 p.m. MST. A public meeting may be held if requested in writing by November 14, 2025. The draft permit and fact sheet are available for public review at DEQ's state office (1410 N. SUBMISSION OF WRITTEN COMMENTS-ASSISTANCE ON TECHNICAL QUESTIONS: Anyone may submit written comments regarding the proposed permit.
