OWNER: TOWN OF COLTON, WA
PROJECT TITLE: WWTP IMPROVEMENTS PROJECT
Separate sealed Bids for the WWTP IMPROVEMENTS PROJECT will be received by The Town of Colton (OWNER) at Keller Associates Inc. Clarkston, Office (ENGINEER) 733 5th Street Suite A, Clarkston, WA 99403 until 2:00 PM Local Time, on November 13th, 2025, and then at said office publicly opened and read aloud shortly thereafter. A contract will be awarded, or bids will be rejected within 60 days of the bid opening.
It is anticipated that this project will be funded in full by the Washington State Department of Ecology State Revolving Fund. Neither that State of Washington nor any of its departments or employees are, or shall be, a party to any contract or any subcontract resulting from this solicitation for bids.
The Project consists of: Construction of a new the influent lift station, headworks screening building, shot fence, lagoon bypass piping and associated control/diversion structures, as well lagoon liner replacement, sludge removal, aeration for cells 2 and 3, upgrades to the chlorine dosing system, dechlorination upgrades, and associated electrical and controls, and miscellaneous appurtenant work.
Bidding documents and drawings may be purchased electronically from Keller's website (https://goo.gl/VWGyy7) for a non-refundable fee of $22.00. Prospective bidders shall purchase digital documents from Quest CDN to receive addenda postings. Additional copies of the bid documents may be obtained in hard copy format for a non-refundable fee of $50.00 or on CD/DVD for a non-refundable fee of $22. The CD/DVD fee may be waived, if bid documents are purchased through Quest CDN. Updated plan holders list may also be obtained from Quest CDN.

Bids must be completed on a lump sum basis as indicated on the BID PROPOSAL, and the total as defined in the Special Provisions will be used for the purpose of comparison of bids for the WWTP Improvements Project. Award of the construction contract will be to the lowest responsible bidder.
All bids must be signed and accompanied by evidence of authority to sign.
Bids must be accompanied by Bid Security in the form of a bid bond, certified check, cashiers check or cash in the amount of 5% of the amount of the bid proposal. Said bid security shall be forfeited to Owner as liquidated damages should the successful bidder fail to enter into contract in accordance with their proposal as specified in the Instructions to Bidders.
The Owner reserves the right to waive any informalities, minor defects, or to reject any or all bids.
Title VI: Town of Colton, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 200-4, and Title 49, Code of Federal Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 FR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin or sex in consideration for an award.
Davis Bacon Clause
The Successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Relate Acts which requires that all laborers and mechanics employed by contractors and subcontractors performing on contracts funded in whole or in part by SRF appropriations in excess of $2000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, and determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area.
