NOTICE OF REQUEST
FOR STATEMENT OF QUALIFICATIONS
The City of Moscow, Idaho (CITY) is requesting written Statements of Qualifications (SOQ) from licensed public works contractors who are interested in bidding on the WRF Effluent Filtration, Dewatering System, and Disinfection System Improvements pursuant to Idaho Code 67-2805 "Procurement of Public Works Construction" Category B Competitive Bidding. The Project generally consists of the following: Repair, rehabilitation and replacement of WRF equipment for dewatering, biosolids handling, emergency gas scrubbing, and effluent filtration, as well as the plant drain pump station, including sewage bypass pumping, temporary facilities, phasing and staging, and all associated yard piping and electrical work.
CITY will prequalify prospective bidders as Prime Contractors.
The Request for SOQ contains this notice, instructions for prequalification of bidders, and a Statement of Qualifications Form. Copies of the Request for SOQ may be obtained from J-U-B ENGINEERS, Inc. (ENGINEER) at 201 S. Jackson Street, Moscow, Idaho 83843 or by calling (208) 746-9010 during normal business hours, or emailing Mark Cummings at mcummings@jub.com. A copy of the Request for SOQ will also be available for public viewing during normal business hours at the Moscow Community Development Building (Engineering Division), 504 S. Washington Street, Moscow, Idaho 83843.
Prospective bidders must submit a response in the format outlined. Any response may be withdrawn prior to the scheduled time below for the opening of the responses or authorized postponement thereof.
One PDF copy of the completed SOQ (with required forms and documents) must be received via email by Elicia Madariaga [emadariaga@ci.moscow.id.us] prior to 3:00 PM local time on October 30, 2026. The maximum file size is 10MB. The email heading shall read as follows: City of Moscow, WRF Effluent Filtration, Dewatering System, and Disinfection System Improvements - Contractor Statement of Qualifications. SOQs shall be sized for printing on 8.5" x 11" pages. All responses must be signed (scanned hard copy, digitally, electronically) and the prospective bidders shall be licensed in accordance with Idaho Code 54-1902. A pre-submittal of SOQ meeting will occur at 1:00 PM PST on October 23, 2026. Attendance is strongly encouraged but not required. Use the following Microsoft Teams information to attend virtually.

Upon receipt of SOQs, CITY will evaluate the submissions and determine which prospective bidders have satisfied the pre-qualification criteria and will be permitted to bid the project. If CITY proceeds with bidding the project, all Prime Contractors deemed qualified by CITY will be invited to submit formal bids for the project in accordance with the Bidding Documents (currently under development). A mandatory meeting will occur prior to bid opening; date and time have yet to be determined. The group will again meet at the City Council Chambers, 2nd floor of Moscow City Hall (206 E Third Street, Moscow).
Any protest of determination of qualifications or bidding procedures will be handled in accordance with procedures delineated in Idaho Code 67-2805.
Prospective bidders will be responsible for all costs (including site visits) incurred in preparing or responding to this Request for Statement of Qualifications.
