ASOTIN COUNTY NOTICE TO CONSULTANTS
FOR SOLID WASTE ENGINEERING SERVICES
AT THE ASOTIN COUNTY REGIONAL LANDFILL
Asotin County solicits interest from consulting firms with expertise in Solid Waste, Geotechnical, Civil and Environmental Engineering Services in the State of Washington. This Cost-Plus Fixed Fee agreement will be for 365 calendar days with four (4) one-year options for Asotin County to extend the performance period, based on funds availability and continued requirement for services. The successful offeror will provide comprehensive planning, analysis, regulatory compliance, engineering design and expertise to support near and long-range operations at the Asotin County Regional Landfill (ACRL).
Asotin County reserves the right to amend terms of this "Request for Qualifications" (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.
Description of Services:
The major aspects of the proposed scope of services are as follows:
1. Updates to the ACRL Financial Model, including operating revenue, expenses, capital and closure requirements.
2. Landfill cell lifecycle and optimization analysis to include operational recommendations for cover, compaction, cell usage and similar requirements.
3. Groundwater and leachate monitoring and reporting for active and closed landfill areas in accordance with Washington State Department of Ecology requirements.
4. Annual air quality and greenhouse gas reporting for active and closed landfill areas to the Washington State Department of Ecology and U.S. Environmental Protection Administration.
5. Methane emissions monitoring and reporting in accordance with Washington State Department of Ecology requirements.
6. Monitoring, reporting and required engineering assessments for the landfill gas control system and flare station.
7. Updates to the ACRL Capital Facilities Plan, including alternatives analysis for future expansion, closure and/or relocation.
8. Updates to the ACRL Solid Waste Management Plan in accordance with Washington State Department of Ecology Requirements.
9. Alternatives analysis, documentation, market research and recommendations for increasing and/or diversifying recycling and organics management programs to comply with the Recycling Reform Act, Organics Management Law, and similar regulatory requirements in the State of Washington.
10. Preparation of permit applications to the Washington State Department of Ecology, Washington State Department of Agriculture, Asotin County Health District and other regulatory agencies, including all supporting documentation.
11. On-call engineering services to assess/recommend solutions to issues with landfill facilities, operations, regulatory compliance, slope / cell stability, monitoring and treatment systems.
Evaluation Criteria:
1. Project Team: Qualifications of Proposed Project Manager and Key Personnel
2. Qualifications/Expertise of Firm
3. Experience with environmental, permitting processes and associated regulatory requirements for landfill management and operations in the State of Washington.

Submittal:
Consultant's Statement of Qualifications (SOQ) shall include firm name, address, email, and telephone; names of Principal-in-Charge, Project Manager and Organizational Structure assembled to accomplish the scope of services. Submittals shall be limited to 10 pages, exclusive of resumes and cover letter. Any documentation in excess of this limit will not be considered in the evaluation.
Consultant's SOQs should be limited to a brief description of perceived service goals, the consultant's standard approach to these types of requirements, qualifications and experience in the State of Washington of key members of the firm who will accomplish the work, representative experience of the firm on similar projects/contracts in the State of Washington and related content to address the evaluation criteria noted above. Asotin County will request and work with the selected consultant in developing specific contract tasks as a follow-on action.
