REQUEST FOR QUALIFICATIONS
ARCHITECTURAL CONSULTING SERVICES
The Clarkston School District J250-185 is soliciting Statements of Qualifications from qualified architectural and engineering firms to provide architectural, engineering, and related professional services. The scope of work may include, but is not limited to, modernization and expansion of the high school, along with additional ancillary projects throughout the district.
The selected A/E team will be expected to provide preliminary professional services to assist the District in evaluating needs, developing project scope, and preparing preliminary cost estimates to support future capital funding considerations, such as a capital levy or other funding strategies. Should future funding be authorized, the firm selected through this RFQ process may be selected to provide full architectural and engineering services for the subsequent planning, design, and delivery of projects, as well as other capital projects as identified by Clarkston School District J250-185.
A qualifications-based selection of the design team will take place as outlined in this Request for Qualifications. Proposals are limited to thirty (30) pages, sized 81/2 × 11 inches (15 double-sided or 30 single-sided pages), and should emphasize the firm's expertise in school planning and design. At a minimum, the following information shall be included in the Statement of Qualifications in the order indicated.
A. FIRM DESCRIPTION
Provide a brief narrative of the Architectural Firm's history, staffing, and capabilities. Identify proposed consultant firms and their anticipated role(s) in the Project.
B. RELEVANT EXPERIENCE
1. Washington State School Experience
Describe recent experience assisting Washington State school districts with facility master planning and capital project development, including experience in phasing or layering projects to allow implementation through capital levies or other funding sources over multiple years.
2. Modernization, Replacement, and Expansion Projects
Discuss recent experience in the planning and design of school modernization, replacement, and expansion projects. Provide a minimum of five (5) recent, relevant project examples. For each project, include the client name, contact person, and telephone number.
3. OSPI Funding Experience
Describe the firm's experience working with the Washington State Office of Superintendent of Public Instruction (OSPI), including familiarity with the D-Form funding and approval process.
4. Cost and Change Order History
Provide data related to project cost estimating accuracy, contract award amounts, final construction costs, and architectural/engineering change orders for K-12 projects completed within the past ten (10) years.
5. Design Philosophy and Educational Translation
Provide a statement of the firm's design philosophy and describe its ability to translate educational specifications and instructional program requirements into clear, comprehensive construction documents.
6. Additional Relevant Information
Provide any additional information the firm believes to be relevant to the scope and nature of the District's projects as described in this RFQ.
C. PROJECT APPROACH
1. Discuss your approach for providing planning, design, construction, commissioning, and post-construction services.
2. Explain your approach to cost estimating throughout project planning and design.
D. STAFFING
1. Provide an organizational chart specific to this submittal indicating the personnel who will provide services and their role.
2. Describe the duties and responsibilities of all key team positions.
3. Include a brief narrative résumé and list of representative project experience for each member of the project team, including consultants.
E. REFERENCES
Provide names, contact information, and project(s) completed for three (3) school district clients with whom you have worked in the last five (5) years.
F. TIMELINE
Interested firms shall submit an electronic copy of their Statement of Qualifications to Keri Myklebust at the email address listed below no later than 4:00 p.m. on Friday, May 22, 2026. Statements of Qualifications received after this deadline will not be reviewed.

H. EVALUATION AND SELECTION PROCESS
Statements of Qualifications will be evaluated based on demonstrated experience with K-12 facilities, understanding of Washington State funding and regulatory processes, qualifications of proposed staff and consultants, project approach, and performance on similar projects. The District reserves the right to conduct interviews with one or more firms prior to final selection.
I. RIGHT TO REJECT AND NEGOTIATION
The Clarkston School District reserves the right to reject any or all Statements of Qualifications, to re-issue Requests for Qualifications, and to advertise one or more projects at any time prior to selection and approval by the Board of Directors and approval of a negotiated agreement.
The District reserves the right to discontinue negotiations with the selected firm and initiate negotiations with another qualified firm if a mutually acceptable agreement cannot be reached.
All costs incurred in the preparation of the Statement of Qualifications shall be borne by the proposing firm. Statements of Qualifications submitted in response to this Request for Qualifications shall become the property of the District and be considered public documents under applicable Washington State laws.
