City of Pullman Notice to Consultants for Construction Materials Testing for Arterial Streets Resurfacing 2026
The city of Pullman, Washington requests proposals from consultants to provide construction material testing services for the Arterial Streets Resurfacing 2026 project. This consultant agreement is expected to be in place in May through October of 2026 with the option for the City of Pullman to extend it for additional time and money if necessary. A Local Agency Professional Services Cost Plus Fixed Fee Consultant Agreement will be the contract document for this work. There is not a mandatory DBE or FSBE goal assigned to this consultant agreement.
The City of Pullman reserves the right to amend terms of this "Request for Proposals" (RFP) to circulate various addenda, or to withdraw the RFP at any time, regardless of how much time and effort consultants have spent on their responses.
PROJECT DESCRIPTION
The Arterial Streets Resurfacing 2026 project includes resurfacing 1.4 miles of urban arterial streets in Pullman, Washington by grinding and mixing the existing hot mix asphalt (HMA) and base rock, roadway excavation/embankment, shaping and compacting the base, and paving with 5 inches of new HMA. Other project work includes reconstructing existing curb ramps according to ADA guidelines, installing one new concrete bus pullout, and other related work.
The project is federally funded, and will be constructed to Washington State Department of Transportation (WSDOT) specifications (2025 version) and standards. Interested consultants may obtain plans and specifications for the project from the City of Pullman plan room, www.cityofpullmanplan

The consultant will provide the following testing services during construction of this project:
Compaction testing of base rock and HMA.
Sample and test HMA gradation and oil content.
Cast-in-place concrete compressive strength testing and field observation/testing (including air content, slump, and temperature).

EVALUATION CRITERIA
It is anticipated that the consultant selection will be shortlisted to three firms using the following basis:
A. Firm and principal qualifications (5%)
B. Project understanding and project approach (35%)
C. Qualifications of project team responsible for this project (20%)
D. Recent similar project manager experience (20%)
E. Fee estimate (10%)
F. Notification requirements and estimated response time (10%)
A telephone interview will then be utilized with each of the three shortlisted consultants in order to ultimately select a consultant. Telephone interviews will be scheduled as soon as practicable, probably in mid-April 2026.
SUBMITTALS
To be considered for this project, one (1) digital copy (email attachment to Samer Nasralla, thumb drive, etc.) of the Proposal must be received at the office of the Department of Public Works, City of Pullman, no later than 12:00 p.m., PST, on April 10, 2026. Submittals will not be accepted after that time and date. The appropriate mailing address is:
