NOTICE OF PUBLIC COMMENT PERIOD REGARDING AN APPLICATION FOR A PERMIT TO CONSTRUCT AND OPERATE AN AIR POLLUTION-EMITTING SOURCE
PROPOSED ACTION: Clearwater Paper Corp.-Pulp and Paperboard Div., Lewiston, Idaho, applied to the Department of Environmental Quality (DEQ) for a permit to construct and operate an air pollution-emitting source located at 803 Mill Road, Lewiston, ID 83501. DEQ has determined that construction and operation according to the proposed permit will not cause or significantly contribute to a violation of any ambient air quality standard and will not injure or unreasonably affect human or animal life or vegetation. DEQ has reviewed the application and completed an analysis of the information submitted by the applicant for the PTC modification to rebuild the 134 HCL synthesis scrubber. Based on this analysis, DEQ proposes to issue the permit to construct to Clearwater Paper Corp.-Pulp and Paperboard Div., Lewiston.
PUBLIC COMMENT PERIOD: Notice is given that DEQ has scheduled a period to receive public comments under Docket No. AQ-2025 concerning the air quality aspects of the project application and the proposed permit in accordance with IDAPA 58.01.01.209. The application materials, the proposed permit, and Statement of Basis are available for public review on DEQ's Web site at http://www.deq.idaho.gov.
SUBMISSION OF WRITTEN COMMENTS-ASSISTANCE ON TECHNICAL QUESTIONS: Anyone may submit written comment regarding the project and proposed permit. To be most effective, comments should address air quality considerations and include supporting materials where available. Comments, requests, and questions regarding the public comment process should be directed to Dianne Hobbs, Department of Environmental Quality, 1410 N. Please reference the company name and docket number when sending comments or questions.
