NOTICE OF DETERMINATION OF NONSIGNIFICANCE
NOTICE is hereby given that the city of Pullman has issued a Preliminary Determination of Nonsignificance (DNS) pursuant to the rules of the State Environmental Policy Act for a proposal submitted by Clayton Forsman, City of Pullman which involves:
The City of Pullman General Sewer Plan Update is an update to the City's 2010 General Sewer Plan. The general purpose of the plan is to evaluate the existing sewer system, identify current and future needs, and develop a plan to meet those needs. Additionally, the plan is intended to:
Disseminate information and develop consensus among stakeholders
Document sewer utility-specific policies
Serve as a reference document for City staff and for partner utilities
Comply with, and demonstrate conformance with applicable regulations
The plan benefits the City's sewer utility ratepayers by documenting policies and procedures, by characterizing trends in population, sewer use and by identifying problems and opportunities for the sewer system. The Plan also allows for coordination with neighboring utilities. Failure to develop a sewer system plan would leave the City vulnerable to future sewer capacity constraints, increase the risks of system failure, and negatively impact public safety. Numerous studies and evaluations were completed during the Plan development:
Review of system history, service area and assets
Review of sewer utility general policies
Review of sewer flow patterns and system planning criteria
Revised service area population forecasts
Update and calibration of a sewer conveyance system hydraulic model
Re-evaluation of system capacity and operating parameters
Location-specific analysis to improve collection system capacity
Updated description of sewer operational practices; and
Updated recommendations for a 20-year planning horizon
As part of planning to meet current and future needs, the Plan recommends specific programs and projects. More detailed information will become available for each project during preliminary design studies, and provided in separate SEPA documentation for each specific project when applicable.
The General Sewer Plan includes the City of Pullman sewer service area and urban growth area.
Those who wish to comment to the city regarding the issuance of the DNS must address their remarks to the Responsible Official, RJ Lott, AICP Director of Community Development, by 5:00 p.m. on December 18, 2025.
